  • The »Schaltzentrale« is a space focussing on art and (small and big scale) urban development - an experimental buereau in and for the neighbourhood. Situated at »Kraftwerk Bille« within a constantly transforming, nowadays mostly industrial area it is a public place for the arts and social gatherings. The project aims to create a public and neighbourly atmosphere where different people can work and/or just be together. The many spaces of »Schaltzentrale« include several uses and functions: a working-space, a collectively organised café, ateliers, a kitchen, workshops used and created by people from various backgrounds. The »Café« is open thursdays and fridays from 1 - 5 pm.

The HALLO: Festspiele 2018 take place on and by the Bille!

This years edition focuses on the question on how, metaphorically, symbolically, and literally we can get on and in the water to change it from being a social void into being a public space. Together with artists, neighbors and water experts the adjacent river Bille and its banks will be explored as spaces of possibilities. Which perspectives open up if we look at the city from the water? And how can they be integrated in Hamburg’s city development?

Starting point for these explorations is a temporary pontoon on the water facing side of Kraftwerk Bille, that was build by #container. The former coal power plant and industrial monument is owned by the MIB AG. Since 2015 HALLO: Festspiele continuously work on opening various parts of this private space to the public – this time from the water.

What happens if the power plant is flooded with the public water body of the river Bille? Will it then transform into a public swimming pool?

HALLO: Festspiele operate in a transdisciplinary format to explore unused spaces and their contexts, to open up space for public use and for long term initiatives. Because of this principle of working the responsible association Viele Grüße von e.V. was able to establish the HALLO: Schaltzentrale as an experimentally and artistically working urban district office in the building of the power plant Bille.

All guests will give a short lecture on their personal engagement with the topic of water. The artist Adnan Softić will introduce his installation „BibbyChallenge“, which documents his life in the refugee shelter of the same name that was located on the river Elbe in the nineties.
The city ethnologist Kathrin Wildner opens up a new perspective on the surrounding landscape via video messages and soundmarks and the philosopher Mathias Denecke invites us to think water as a metaphor. Afterwards we invite you to an open conversation.

As in many other harbour cities, also in Hamburg, the access to the sea is increasingly monopolized and denied to the inhabitants. As an alternative to the Hamburg Port Authority the geheimafentur founded the Hamburg Port Hydrarchy to explore alternative ways of port usages and to find a new Harbour, on a global level.
Back in Hamburg they report from their travels to the regatta of the radical Seafarer, the float Hydra, a sea trade between Hamburg and Lagos/Nigeria organized by refugees, the protests by civil society in Venice against the cruise industries, storms, sea goddesses and a swimming garden.

They camped on the site of the RV Bille for one week. From there they explored the water with canoes, mapped the river banks, observed practises, recorded sounds, provoked conversations with experts form politics, science and the neighborhood. Collective cooking, discussing and swimming in the Bille was also part of the inquiry. The students welcome guests to a conversation on the map.

CONVERSATION: On the use and the conversion of water

Mit Adnan Softić, Kathrin Wildner und Mathias Denecke, Moderation: Julia Jost (HALLO: Festspiele)

    Live-Video Performance, travel report

Mit Arthur Poisson, Antje Stokman u.a.
    Moderation: Amelie Rost, Nuriye Tohermes

Arthur Poisson, an artist and member of the architectural collective Yes We Camp (Marseille) and of the artist group Mare Liberum (New York), responsible for kayaks out of paper and other experiments. In the format of a lecture he will tell us about his personal and professional contact with „water“ and his swimming installations. The performance artists of geheimagentur are invited to report from the Port Hydrarchy, which they founded in Hamburg as an alternative to the Hamburg Port Authority. They explore alternativenpractices of harbour usage globally – in search for a different port. Amelie Rost is a practicing architect, specialized on floating architectures. As part of the international PhD research collective Forschungslabor Raum she explores the development potential of inner urban waterscapes, that
are meant to be transformed. Nuriye Tohermes is a Hamburg based artist. She conceptualizes and realizes site specific projects that engage with the question of how to live together. She is one of the initiators of the Archipel-Project, a laboratory for commonly conducted spaces in Hamburg,
founded in 2015. During their moderation of the conversation they will challenge thoughts on water, on the water itself.
Taken that the transformation of the waterscapes as a process, is impossible to impede, where is this actually leading to? What do waterscapes mean to us? Which reasons, desires and pictures are connected to water? What changes when we change our point of view from land to water? And
what does this mean for the development and future use and programming of waterscapes?

The performance itself on the other hand reminds of Punk and New Wave, without reciting it as a platitude.Detaching from the world not as a negative counterstrategy, but to celebrate excess - a metaphor for human disruption, creating surreal in between spaces.
